No! Starting December 3rd, 2014, the country’s $29 U.S.D. exit tax will be included in your airplane ticket. If you are leaving Costa Rica before that date then yes, you must pay $29 in a separate counter at the airport before you check in to your flight. Some hotels offer the service so that you don’t have to make the extra line at the airport as well.
